የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ መንግሥት የአስፈጻሚ አካላትን ሥልጣንና ተግባር ለመወሰን በ2010 ዓ.ም ባወጣው አዋጅ 691/2010 መሠረት የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር በአዲስ መልክ ተቋቁሞ የከተማውን የመምራት፣ የማስተባበርና የመቆጣጠር ሥልጣን ተሰጥቶታል። ልማት እና ኮንስትራክሽን ኢንዱስትሪ ዘርፎች. ከዚህ ጋር ተያይዞ ሚኒስቴሩ ልማትን የሚያበረታቱ ፖሊሲዎችን፣ ፕሮግራሞችን፣ ስትራቴጂዎችንና የልማት እቅዶችን በመንደፍ የግሉ ሴክተርን የሚያበረታታ ለኢንቨስትመንት መስፋፋት ምቹ ሁኔታን በመፍጠር የተለያዩ የልማት ሥራዎችን እያከናወነ ይገኛል። ለዚህም ሚኒስቴሩ የፖሊሲና ፕሮግራም ቢሮን አደራጅቷል።

2.1. Duties and Responsibilities of the Bureau

Accountable to the Urban Development and Construction Ministry, the Bureau, in accordance with policies, laws, regulations, guidelines and strategies set by the EFDR Government and duties and responsibilities the Ministry is entrusted upon by proclamation, establishes a suitable/complete working system and prepares plan for the implementation of policies, strategies and programmes of the urban development and construction industry sector. It monitors and supports the policy and programme implementation. It also prepares the program budget and monitors and evaluates its implementation. In addition, the Bureau carries out the task of organizing statistical information for conducting research that enables to develop database which enables to collect, organize and distribute information on both sectors (the urban development and the construction industry) which exists at the federal, regional levels as well as in cities.

2.2. Duties and Responsibilities of the Departments Under the Bureau 

2.2.1.      Major Duties and Responsibilities of the Department of Planning, Implementation,  Follow-up and Evaluation

The Department prepares annual plans of the Ministry and distributes them to concerned bodies, prepares monthly and quarterly programme performance monitoring reports and gives feedback on them. It conducts supportive monitoring for regional and city administrations. In addition, using field trips and videoconferencing it makes a quarterly evaluation of the implementation of GTP.  By making assessments in sector institutions, it conducts sectoral conferences. It also gives yearly capacity building training on plan preparation and performance monitoring for employees and leaders engaged in the preparation of plans in the sector.

2.2.2.      Major Duties and Responsibilities of the Department of Urban Sector Policy and Program Performance, Monitoring, Support and Evaluation

The Department carries out a monitoring and supporting activity to make sure that policies, strategies, plans, programs and projects are prepared and implemented by bureaus/ offices of Office of the Ministry as well as accountable institutions under it. It makes an evaluation of the values of the programmes. It gives supportive monitoring for institutions which get the programme implemented so that good practices are analyzed and disseminated; it creates convenient forums and evaluates the Departments’ monthly performance of the growth and transformation plan at GTP forums; and it makes sure that agreements are signed between the Ministry and the nine regions and two city administrations to harmonize the annual plan and achieve its goals in common.  

2.2.3.      Major Duties and Responsibilities of the Department of Construction Sector Policy and Performance Monitoring, Support and Evaluation

The Department carries out a monitoring and supporting activity to make sure those policies, strategies, plans, programs and projects in the construction sector are prepared and implemented by bureaus/offices of the Ministry as well as accountable institutions under it. It makes an evaluation of the values of the programmes. 2.2.4.      Major Duties and Responsibilities of the Department of Budget Preparation and Monitoring

The Department prepares the annual plans of the program budget of the Ministry;  gives feedback to offices by checking whether the fiscal plan of the Ministry is harmonized with the finance plan, it annually prepares a financial flow plan and programme budget action plan; and in the process of programme budget performance for results where budget shortages have occurred, it undertakes activities of budget title specification, budget circulation and getting the release of additional budget for those activities which require additional budget. The Department makes sure that the bureaus will, make downward transfers of their budgets to the departments based on the approved annual programme budget. It conducts a study that helps to look for budget sources (funds) that will be used in development activities of the sector. It prepares monthly, quarterly, and annually reports of the programme budget performance. It prepares a document that enables to take corrective measures by conducting an evaluation of the condition that bureaus, by using the ministry’s website, portal and IBEX systems, directly get information on timely budget performance; as well as the way of registering their results based on their budget performance and the way of their budget performance based on result budget use.

2.2.5.      Major Duties and Responsibilities of the Department of Statistical Inquiry and Research

The Department collects yearly baseline data from urban development and construction sectors and prepares a report, and based on the collected baseline data it conducts two studies in a year. It also prepares annual statistical abstract and distributes it to the concerned bodies.
