According to the Central Statistical Authority projection, the population of the town was 4197 in 2011. Out of this, 2239 (53%) were males and 1958 (47 %) were females. The age composition shows that 1595 (38 %) were within the age group of 0-14 years, 2434 (58%) within 15-59 years and 16 (4%) 60 years and above. The average household size in the town is calculated to be 4.5 in the same period.

Gilgal Beles has a city administration consisting of two kebeles. The town has basic plan which was prepared in 2006.
