Addis Ababa, July 23, 2018 (K.M.L.M.) A discussion forum was held on the basis of a baseline survey submitted to the Ministry and the procurement and finance managers of the responsible institutions regarding the implementation of government electronics procurement.
The Ministry of Finance and the United Nations Office for Project Services (UNOPS) have conducted a study on the implementation of a management information system for the Ministry of Finance and the United Nations Office for Project Services (UNOPS) to streamline the implementation of government procurement and aid monitoring and coordination. The organization has studied the study and submitted it to the institution in accordance with the Memorandum of Understanding dated February 17, 2026, according to the European calendar.
The first draft of the survey was prepared by an international organization called Daylight International, which was based on a survey of relevant sector employees. It was explained at the forum that it is a survey that will help modernize the sector’s procurement system and is compatible with and acceptable to the international procurement system, and that will solve procurement problems in the area of infrastructure development.
The advisory group explained that the forum was prepared to gather additional resources that the institution’s employees did not include when responding due to time constraints during the questionnaires and to prepare a complete document and implement it.
The Ministry of Urban Development and Infrastructure’s State Minister, Dr. Yetmegeta Asrat (PhD), said that the study conducted on the Ministry and the relevant institutions has led to the establishment of a competitive and transparent system for government electronic procurement in line with international standards, and that it is encouraging and acceptable to identify and address existing gaps in detail. He said that by following the research methods, the sector will implement procurement with the help of technology and manage financial management in an appropriate manner, and that implementing a modern procurement system that will enable the government to respond to the development needs of citizens with transparency and accountability is a task expected of all leaders and professionals.
Finally, the Honorable Minister said that the draft study was submitted by the right experts, that as we are starting the 2019 budget year and the government service reform has moved from the preparation phase to the implementation phase, the institution is committed to establishing a globally acceptable procurement system for greater success in the future by examining the gaps found so far.
