    §  Supports cities to manage properly their municipal finances by establishing a modernize financial management system

    §  Supports cities to establish a modernize system so that their municipal revenue increases over time,

    §  To benchmark/scale up best practices on municipal revenue collection system from our country policies and other countries

    §  Prepare laws, manuals and regulation to enforce municipal revenue collection

    §  Give training to regions and cities to improve cities financial management and municipal revenue collection.

    2.                 Establish and improve performance systems

    §  Establish a system to manage properly cities budget, resources, accounting and auditing

    §  Supports cities to recognize and manage their resources and help them to establish a modernize resources registration and management system

    §  To establish a system by which a city Credit Worthiness Capacity status can be identified.

    3.                 Assist the implementation of policies, strategies and regulation that enhance cities financial management and improve revenue

    §  Assist and monitor the establish and implementation of  policies, strategies and regulations; system to manage properly cities budget, resources, accounting and auditing;

    §  Assist, support and monitor the establish and implementation of  a system to manage properly cities budget, resources, accounting and auditing;

    §  By assessing gaps give training to regions and cities to improve cities financial management and municipal revenue collection;

    §  By involving stakeholders support implementation of revenue system and operation laws;

    §  Support, monitor and assist studies on new municipal revenues sources;

    §  Support the study of a financial development strengthening system that enhance credit worthiness of a city;

    §  Make assessment studies on system, services type, capacity and use of  municipal revenue;

    §  Identifying the current problems on cities revenue collection system and study an improvement system that boost their revenue collection

    §  Support and monitor the identification and transfer of best practices on financial management and revenue enhancement systems.
