Addis Ababa, December 24, 2018 (Kemeli)

The Ministry of Urban Development and Infrastructure, together with the leaders of the relevant institutions, held a discussion forum on the revised Government Procurement System Directive No. 1073/2017 at the FDRE Public Procurement and Property Authority, chaired by Honorable Ms. Mesekele.

The legal amendment was stated to fill the problems and legal gaps encountered in implementation, to focus on a modern procurement and property system, to increase the transparency and accessibility of the system, to ensure accountability, to encourage the participation of local competitors, to include development organizations in the proclamation, and to ensure appropriate monitoring and control.

Regarding the procurement system, the Minister of Urban Development and Infrastructure, Ms. Chaltu Sani, said that great attention was paid to solving the problems in the existing system when the new proclamation was issued. She said that just like other agencies that need special instructions to answer questions related to road management based on the project, our agency also needs special instructions. We will continue to work together to solve the problems encountered regarding the procurement system.

The Director General of the Public Procurement and Property Authority, Ms. Mesekele, said that the procurement system should be determined and approved by a superior officer, saying that it is a procurement system that makes development organizations competitive in terms of quality and market. She also said that it is impossible to adjust prices due to the change in the dollar and that knowing the price before the bid is issued helps prevent theft.
