Alem Jena, May 11/2018 (From the Ministry of Urban and Infrastructure) The Ministry of Urban and Infrastructure and the relevant institutions have been selected to implement the second round of the Public Service and Administration Reform and have been carrying out many activities in the past 10 months to implement the reform since July 2017.

The reform is aimed at creating effective, responsive and strong institutions that are adaptable, collaborative, ethical and create a strong service delivery system that is people-centered, said Honorable Minister Chaltu Sani, who attended the forum.

The process also includes improving the institution building, namely human resources, institutional leadership and the institution’s operating system, the institution’s work culture and values, the process and system for implementing plans, institutional infrastructure, resources, and facilities that are ready to facilitate and support the work of the institution, the Honorable Minister said.

In his report, the Chairman of the Reform Technical Committee, Ato Tesfaye W. Michael, recognized that the reform is a key task of the sector in the past 10 months, and he has been able to lead it with strict discipline by not always being responsible and time-consuming, and he said that the experience of the reform has been utilized in an organized manner from the institutions that implemented the reform in the first round; the task of mobilizing resources for the success of the reform, and great efforts have been made to make the reform activities successful.

In addition, to make the reform public and institutional, he said that he has received support from the sector’s workers, leaders, stakeholders, and regions; Ato Tesfaye said that efforts have been made to create and hold frequent forums and discussions with city administrations and development partners to highlight the long-term impact of the reform and its importance for the country’s prosperity and development.

He also noted that the government has been able to provide accurate and clear information about the objectives and benefits of the reform, and that it has worked to ensure that management and employees take ownership of the reform, while other parties have provided strong support.

The report also stated that the government has been able to quickly complete preparatory work in digital technologies, information management, cybersecurity, and related activities to implement the government service and administration reform.

Building an independent, independent, inclusive civil service that can provide accountability, efficient and effective services is a task that cannot be ignored for tomorrow, and the efforts shown so far by the Ministry of Urban Development and Infrastructure and the relevant institutions have been strong and effective, said the Deputy Commissioner of the Federal Civil Service Commission, Ms. Almaz Mesele, but this should continue to be strengthened in the implementation phase.

Since it is important to realize that implementing reform is not a matter of choice and to enter into action, it is important to evaluate the final stage of the preparation phase of the reform and enter the implementation phase to achieve the goal of the reform. The Honorable Minister concluded by urging us to work by making the main focus areas of the reform leadership: knowing or understanding the reason for the need for change, showing willingness to support and participate in the change, knowing or understanding how the change will be realized, the ability or competence to implement the change, sustaining the change in a sustainable manner, and achieving the far-reaching goals of the institutions.
