Urban Planning Sanitation and Beautification

Introduction

The Sanitation, beauty and health conditions of densely populated cities have recently become issues of concern. Based on a survey of the current situation, it has been found out that the support given at the federal level as well as the management and disposal of solid waste and wastewater in the surrounding/city administrations are weak. Moreover, it has been witnessed that the work being undertaken with regard to urban beautification and greenery development has been inadequate and ineffective to address the problem in a sustainable manner. The causes attributed to the problem are the inadequate institutional manpower organization at the levels of both federal and city administrations and the allocation of insufficient resources. The case that the federal level institutional manpower organization system has impeded the monitoring and support provision work given to regions, cities, etc in the specified areas could also be cited as a major source of the problem.

There was no responsible body of the Urban Development and Construction Ministry that carries out the specified activities with an adequately organized institutional manpower. It has been noted, therefore, that the activities which have been carried out in disorganized and nonintegrated ways have so far led to achieving less than the desired as far as the changes brought about in cities are concerned. The support work provided has also been meager, given the magnitude of the entrenched problems in cities. A work system that is satisfying to the various stakeholders and customers in terms of time, quality, amount and cost has not been established and adequate work has not been done to enable cities to contribute their share in the tourism industry when they are clean and favorable to health, living, and working as well as when they become beautiful and competent. Due to this, it has been found mandatory to establish an institution in the Ministry’s that will monitor, coordinate and support in an integrated and adequate manner in the disposal of solid waste and wastewater in cities and in the areas of beautification and green development at the federal level.

Toward this end, by retaining the manpower of what was formerly known as Urban Planning and Coordination Bureau, departments formed in the former organizational structure have been made to carry out monitoring, training, research and inquiry undertakings in relation to the above mentioned sectors, and a new and independent department which is tasked with law and standard implementation monitoring, evaluation, and feedback provision with regard to Sanitation, beautification and green areas development has been established. The Bureau has been organized with seven positions and action specifications of two positions that need to be included in the Department of Research and Inquiry for City Sanitation and Beautification.

The urban Planning, Sanitation and Beautification Bureau was the result of two business reengineering studies. The first study was concerned with urban planning; whereas the second one dealt with urban Sanitation and beautification, solid waste and wastewater management, and recreational and green areas development. Joining these two studies, a bureau with the name of Urban Planning, Sanitation and Beautification Bureau has been organized, with four departments under its authority. The Bureau is accountable to the State Minister of the Urban Development Sector.

The departments under the Bureau are:

  1. Urban Plan, Sanitation and Beautification Research and Studies Department
  2. Urban Plan, Sanitation and Beautification Training Department
  3. Urban Plan Implementation, Monitoring, Evaluation and Feedback Provision Department
  4. Urban Sanitation and Beautification Law and Standard Implementation Monitoring, Evaluation and Feedback Department

2.1. Duties and Responsibilities of the Bureau

In accordance with government policies, laws, rules, regulations, strategic plans and major duties that are entrusted to the Ministry by proclamation, the Bureau prepares and approves short and long-term projects and programmes by integrating them with national urban planning, sanitation and beautification sectors. It also monitors the implementation of the institution’s plan by making the departments under its authority take the lead in using an action; conducts research and inquiry on urban planning, sanitation and beautification based on an assessment of gaps and customer’s requests; gives training on capacity building; and makes monitoring, evaluation and feedback provision activities in connection with the implementations of urban planning, sanitation and beautification and law and standard maintaining take place.


2.2. Duties and Responsibilities of the Departments Organized Under the Bureau

 

2.2.1 Duties and Responsibilities of Urban Plan, Sanitation and Beautification

Research and Studies Department

The Department, either solitarily or with consultancies, conducts studies on programmes, projects, laws, standards, manuals, model implementation rules, guidelines, etc that are directly or indirectly related to urban planning, sanitation and beautification. In order to share the study with the concerned bodies, the Department holds various seminars, workshops, and group discussions. It also disseminates standardized documents of the findings of research and inquiry to the concerned bodies by getting them approved for release.

2.2.2 Duties and Responsibilities of Urban Plan, Sanitation and Beautification Training Department

In accordance with existing and future documents of programmes, projects, laws, standards, manuals, model implementation rules, guidelines, etc that are directly or indirectly related to urban planning, Sanitation and beautification, the Department gives office and field-based training to Urban Planning Unit professionals working in urban plan designing and implementation and to privately organized urban planning consultants. It also gives awareness raising training to executive bodies. In addition, it reaches out to cities and gives practical training so that high-quality urban plans are prepared. It prepares government or private urban planning units in cities where urban planning units have not been organized. It gives training to those bodies or professionals, including executives, who are connected with urban Sanitation and beautification organization. It organizes them by giving training programmes which are job-creating.

2.2.3 Duties and Responsibilities of Urban Plan Implementation, Monitoring, Evaluation and Feedback Provision Department

On the basis of formulated urban planning implementations as well as existing and future documents of programmes, projects, laws, standards, manuals, model implementation rules, guidelines, etc that are related to urban planning, the Department oversees whether the activities that are included in the programmes are undertaken according to their time and progress plans. Checking against the formulated plan, it monitors, evaluates and provides feedback regarding problems that were witnessed in the preparation and the implementation of urban planning. It undertakes support and monitoring activities to cities for which urban plans are annually prepared. By preparing city profiles and making them accessible on websites, it also disseminates information on urban planning to customers.


2.2.4 Duties and Responsibilities of Urban Sanitation and Beautification Law and Standard Implementation Monitoring, Evaluation and Feedback Department

On the basis of programmes, projects, laws, standards, manuals, model implementation rules, guidelines, etc which have been studied or to be studied in the future and that are related to solid waste and wastewater management, recreational and green area development and city image and beautification, the Department monitors, evaluates and provides feedback with regard to whether the activities that are included in the programmes are undertaken according to their time and progress plans.


Working in collaboration with the Departments of Research and Inquiry and Training, it undertakes activities that are connected with urban Sanitation and beautification. By compiling the profiles of urban Sanitation and beautification activities carried out by each city and disseminating through websites, it makes sure that they are accessible to customers.
