Addis Ababa, August 12, 2018 (Kemeli) Proclamation No. 1388/2017 allowed foreigners to own homes, and a detailed implementation guideline, No. 1147/2018, was prepared and approved to implement it.
The Ministry of Urban Development and Infrastructure, the Federal Ministry of Defense, the Ministry of Foreign Affairs, the National Bank of Ethiopia, the Federal Police Commission, the Immigration and Citizenship Service, and the Ethiopian Investment Commission have jointly discussed the extensive work to make foreign citizens homeowners in accordance with the proclamation and guidelines, and have discussed the implementation in a manner based on joint and individual responsibility.
According to the Minister of Urban Development and Infrastructure, Ms. Chaltu Sani, making foreign citizens homeowners is a way to ensure that low- and middle-income citizens living in the country do not have any pressure and that housing development is also a way to achieve this goal. He stated that it will significantly increase the supply and increase Ethiopia’s investment attractiveness.
Stating that institutional coordination is essential for the effectiveness of the work, the Honorable Minister said that we are now working closely with the relevant government institutions and are ready to enter the implementation phase.
In a statement made by the Ministry’s Housing Development Executive Director, Ato Tsegaye Moshe, he said that making foreign citizens homeowners contributes significantly to the country’s economic growth and that they must be able to meet the basic requirements to become homeowners.
